Citizen's Crime Watch is not a group of vigilantes

It does not chase, confront or apprehend suspects. That is a job for the police. but, Citizen's Crime Watch members report crimes in progress or suspicious cars and persons to the authorities. They know hw to describe a suspect accurately so that the police can identify and hopefully apprehend the person.

CCW's recognize that the police cannot be everywhere at once - and the criminal is not going to make his/her move while a police car is on the block. Because the residents know their neighborhood best, they are better able to spot strangers whoa re acting suspiciously, or situations that "just don't look right".
