It is actions taken, individually, to make persons, homes and property more secure. When the community as a whole adopts these counter-measurers, the neighborhood becomes less attractive to the elements of crime
Citizen's Crime Watch is community action
Its action taken, collectively, to respond to the external threat. It is keeping and eye on a neighbor's house while they are away. It is doing what one can to keep a home from looking unoccupied - like collecting the neighbors mail or newspapers when they are gone, or picking up the pizza flyers left on the doorsteps, or maybe even parking an extra car in the driveway. It is calling the police promptly when one suspects criminal activity.
 
Citizen's Crime Watch is legislative action
It acts as a spokesperson for programs that increase the effectiveness of law enforcement, reforms the practices that contribute to "revolving-door" justice and tackles some of the basic contributors to crime, by partnering with the State Attorney' Office, U.S. Attorney and local elected officials.
